UEFA key refereeing priorities

Fresh from a preparatory week with Europe’s top match officials, our refereeing director Roberto Rosetti provided a comprehensive midseason update covering several major issues. The protection of players, the use of VAR, and reducing simulation, as well as strengthening the cooperation between referees and team captains, were all on the agenda ahead of this week's UEFA men's club competition play-off action.


Protecting the players: 'Our absolute priority'
Rosetti opened with a firm message: Player safety remains UEFA’s number one refereeing objective. Our refereeing department has analysed every red card relating to serious foul play across our men’s club competitions this season, identifying clear trends where officials must remain alert. Notably, half of all serious foul play incidents occur in one specific zone of the pitch – near the technical areas, where emotion and proximity to coaching staff can lead to stronger challenges. A significant proportion of bad tackles also arise from situations such as loss of ball control, bouncing balls, and 50–50 challenges – moments where players instinctively stretch and risk endangering an opponent. "We will continue to be strict," Rosetti said. "The focus is always on protecting the players." Referees have been instructed to recognise the nature of challenges, evaluate whether players are genuinely playing for the ball, and act firmly when force or studs up tackles endanger opponents.


VAR: Only for clear and obvious errors
"We must remember why VAR was introduced," said Rosetti. "It was created to correct. The technology is excellent for objective decisions, like offsides, but for subjective judgments, we need to be cautious, because when we review tiny details we are slowing the game down." Rosetti added that, while VAR continues to be a fantastic project that has helped improve the game and make it safer, we will endeavour to protect the flow of the game and ensure that only clear errors trigger intervention. Exaggeration: A growing and difficult problem
The media briefing dedicated significant time to another rising trend: player exaggeration after minimal or slight contact, with Rosetti acknowledging it is "very difficult" for referees to assess in real time. "What we see on television is not always what the referee sees on the pitch," he explained, highlighting how angles, proximity and speed affect perception. The message to referees is to remain vigilant but fair – to distinguish genuine fouls from exaggerated reactions designed to mislead.

Captain–referee cooperation: Respect, clarity, and communication
One initiative Rosetti believes is working well is the continued rollout of the captain-referee communication protocol, introduced before UEFA EURO 2024. "We are very happy with this," he said. "It’s about respect and about protecting the image of the game." Under this system, only the team captain can approach the referee for explanations to key decisions, such as offside reviews or penalties, with the aim to reduce the mobbing of officials and send a positive message to younger generations.


Handball clarity: Intentional and unintentional actions
Rosetti also reiterated the guidelines on handball, with a focus on defining what constitutes intentional contact and natural or unnatural actions, as well as whether the arms and hands are on, close to or extended away from the body. Referees are instructed to consider: the player’s attitude and intention (e.g., creating a barrier vs playing the ball), whether arms are in a natural position, especially when falling or recovering balance, contact following a physical challenge, where deflections may be unavoidable. Rosetti also stressed the importance of Europe’s referees "speaking the same technical language" to ensure consistent decision-making across borders. Using handball as an example, he explained that differing interpretations between domestic leagues create confusion for players, coaches and fans – particularly when clubs move between domestic and UEFA competitions. Our refereeing department is therefore in constant dialogue with national associations, working together to refine guidance and reinforce one unified interpretation across the continent.

New UEFA Referee Awards
The briefing took place shortly after the announcement of the newly created UEFA Referee Awards, which will recognise the best male and female officials across all UEFA competitions. A shortlist will be drawn up by the UEFA Referees Committee and then voted on by the 55 presidents of Europe’s national referee committees. The awards will be presented at the UEFA Congress, covering performances from the second half of the previous season and the first half of the current campaign. "These awards are meant to support refereeing, highlight how demanding this job is, and celebrate excellence in our community," said Rosetti.

A growing refereeing community
There were also encouraging figures from our ongoing 'Be a Referee!' campaign with national associations to recruit and retain referees. Europe now has more than 300,000 registered referees – an increase of almost 49,000 in just two years.

Rosetti: VAR at risk of becoming “too microscopic”

VAR is at risk of becoming too "microscopic" in over-analyzing subjective decisions, UEFA's referees' chief has said. Technology was introduced to football to erase clear and obvious errors, but supporters have become frustrated that it is causing matches to be re-refereed. 
UEFA director of refereeing Roberto Rosetti refrained from criticizing any competitions, but shares the general concern that VAR was at risk of going too far. "I believe we forgot the reason why VAR was introduced. We forgot a little bit. Everywhere. You remember, eight years ago, I came to London [to brief journalists]. We discussed 'what VAR stands for.' We spoke about clear mistakes. We spoke about clear and obvious mistakes. Technology works so well in factual decisions. For interpretations, subjective evaluation is more difficult. I believe that we need, at the end of the season in our meetings, to speak about this. We cannot go in this direction of microscopic VAR intervention. We love football like it is. When you are watching [a] situation with a super slow motion, you can find a lot of things." Rosetti said there was "zero contradiction" in saying VAR was at risk of becoming too microscopic while at the same time not dismissing the idea of extending its remit to cover corner kick checks. "What is crucial is one concept, we cannot delay the start of play," he said. "If something is in place to delay the restart of play, I think [it] is not good for football."
Rosetti also said more work was needed to come up with a common interpretation of the handball law across Europe and said he would speak again to referees' chiefs around the continent about it, including Howard Webb at Professional Game Match Officials. "We must speak only one technical language [on handball]," he said. "We were speaking a lot for sure before the season, we need to speak again [and have] only one uniform and consistent interpretation. We are working on this."

UEFA: Priming the next generation of referees

Preparing young referees for their future challenges was a key component of our winter match official courses, held this year in Limassol, Cyprus, serving as preparation for the second half of the season while reflecting on refereeing topics from the opening months of the campaign. An ambitious programme aimed at accelerating the development and progress of new European international referees is bearing impressive fruit – and an important factor in its success is the vital contribution of former top referees who serve as experienced mentors to guide, advise and foster newcomers to the UEFA refereeing community as they embark on a fresh and important pathway in their budding careers.
Offering experience and wisdom
The UEFA Centre of Refereeing Excellence (CORE) International programme aims, among other things, to mentor new international referees during their first year of UEFA duty. The objective is to offer them the experience and wisdom of former match officials who have ‘been there and done it’ during their own careers. "It's a fantastic opportunity for the new UEFA officials to learn from former referees' experiences and from what they've been through," says UEFA director of refereeing Roberto Rosetti. "The mentors will offer close support during regular contact. The new referees will not be alone – they will have the possibility to share experiences, while receiving expert help in approaching difficult situations. We’re caring for young referees, preparing the next generation and also discovering the most promising officials for the future."
High-quality support and advice
One excellent example of how a new UEFA referee can expect to receive the best possible guidance will see Austrian match official Lena Hirtl mentored by Ingrid Jonsson, the Swedish referee who made history as the first woman to officiate at the final of a FIFA Women's World Cup in 1995. "Ingrid has such great experience in many aspects of refereeing, and I’m really happy to have her as a coach," says Hirtl. "I think she’ll be able to give me input and information that can help me make the next steps as a referee. It’s important that we’re honest with each other. I’m someone who welcomes criticism, because this openness is going to give me the opportunity to learn and improve." Jonsson shares her mentee's sentiments. "It’s such a great pleasure and honour to work with future talents," she says. "I think it will be very important to try and inspire Lena – I wish I could have had this help as a referee. We’ll build up a relationship based on honesty and trust, and I hope she enjoys every moment of her refereeing!"
Scottish match official Ryan Lee also welcomes the establishment of his mentoring bond with former Northern Ireland referee Leslie Irvine. "I’m delighted to have a very experienced mentor in Leslie to share ideas and discuss my refereeing – the ups and downs, and the positive moments along my journey," he said. "It’s going to be so valuable to have someone in your corner with you, that wants to support you and see you do well." For Irvine, it's important to provide counsel when things do not always go to plan. "I want to be there for Ryan through the 'good' and the 'bad' – to share in his achievements and success, but I also need to be there in moments of disappointment, because there will be those times as well in his career," he explains. "I consider it a pleasure and a privilege to be part of this great initiative."
Important spring assignments
While the young referees adapt to the demands of being a UEFA referee, their more experienced colleagues are entering the business end of the season, with important club and national-team assignments on their agenda. For some of the male referees, duty also awaits at this summer’s FIFA World Cup. Rosetti is satisfied with the way the season has gone so far. "We’re always looking for perfection but, of course, total perfection doesn’t exist," he reflects. "Nevertheless, the first part of the season has been very positive. It’s been pleasing to see this positive trend continuing after the winter break. We strive for decision-making consistency, and we’ve seen this consistency at the start of the year. Now we must continue along this path, because the next hurdles will be tough in the European club and national team competitions. We’re urging the referees to stay focused and continue the hard work they put in."
UEFA and AFC join refereeing forces
"We are committed to helping the growth of the game all around the world in every aspect of the game – and refereeing is no exception. To this end, and as part of our international development programme, UEFA Together, we have kicked off a new initiative alongside the Asian Football Confederation (AFC). We will start to exchange referees in youth tournaments, and AFC representatives have been at our winter courses to analyse and study our operational processes," Rosetti explains. "It's a bilateral project to learn from each other and improve the quality of refereeing as a result. We already have a good relationship with the South American confederation CONMEBOL. We welcome the chance to share our knowledge – it’s important for world football that we do this."

NFL referees are paid big bonuses for Super Bowl

Leading up to Super Bowl LX, NFL commissioner Roger Goodell raved about the job officials have done for the league. “I’m so amazed at how good our officials are,” Goodell told an audience during Super Bowl week. He may be the only person who feels that way. To the average fan, the NFL has an officiating problem. Of course, it’s important to recognize that their job is difficult. The action moves quickly in the NFL, and, right or wrong, every call is scrutinized. Although referees deal with plenty of criticism, they are paid well by the league. According to MoneyDigest.com, officials make an average of $205,000 per season. Those who call the Super Bowl are in line for an even bigger payday. Leading up to the Super Bowl, referees are reportedly paid anywhere from $1,500 to $5,000 for postseason games. The big money, though, comes from officiating the big game. Super Bowl bonuses for NFL referees are reportedly between $30,000 and $50,000.

Player sent off after half-time in Brazilian Super Cup VAR controversy

The use of VAR to send off Flamengo's Jorge Carrascal after half-time for an incident that occurred before the break raised fresh questions about its use during the Brazilian Super Cup at the Garrincha Stadium in capital Brasilia. The bizarre red card decision came after Corinthians players complained bitterly about an alleged elbow strike by Carrascal to Breno Bidon's face shortly before the interval. The Corinthians midfielder lay on the pitch for several minutes as his teammates demanded a VAR review that never came. Both teams headed to the dressing rooms assuming the matter was closed. However, referee Rafael Klein shocked everyone in attendance when he headed to the VAR booth after the players returned for the second half, ultimately concluding there had been aggression, delivering a red card to the Colombian midfielder that left Flamengo stunned. The decision caused outrage among Flamengo players, who believed any review would have happened during the first half. Corinthians went on to win 2-0 with goals from Gabriel Paulista and Yuri Alberto to claim the trophy.
The Brazilian FA (CBF) blamed electrical problems for the unprecedented delay. CBF said a power outage hit several stadium sectors during halftime, including the video office room, which remained dysfunctional for large portions of the second half. "Initially, the available images did not provide conclusive evidence, which is why the first half ended normally," the CBF explained in a statement. "While the procedures were still ongoing, a new check allowed for clear identification of the infraction, which led to the recommendation for review so that the referee could evaluate and consequently send off the player." Initial angles were inconclusive, so the first half ended as normal. A subsequent check clearly revealed the offence, leading to a recommendation for the referee to review and the resulting red card. The procedure was supported by the 2025/26 Laws of the Game and FIFA’s VAR protocol, which permit VAR intervention for violent conduct at any time, including after play has restarted. There was a power outage during the break affecting several areas of the stadium, including the VOR, the VAR’s Video Office Room. A back-up system kept VAR operating for about 15 minutes. With power not promptly restored, the match proceeded without VAR between the 15th and 34th minutes of the second half. Match officials followed international protocols, with communication to both captains and head coaches, and all on-field decisions complied with the Laws without technical or sporting prejudice to the game.
