CAF: Doue sacked as Head of Referees

The Confederation of African Football (CAF) has relieved Ivorian official Noumandiez Doue of his duties as Head of Referees following a formal complaint lodged by the Royal Moroccan Football Federation (FRMF) regarding officiating during the final of the 2025 Women’s Africa Cup of Nations.
Morocco suffered a narrow 3-2 defeat to Nigeria in the final, held last Saturday at Rabat’s Olympic Stadium. The outcome sparked widespread frustration within the host nation’s football hierarchy, prompting the FRMF to formally challenge key refereeing decisions - particularly those involving the Video Assistant Referee (VAR) system. According to a federation representative, a pivotal penalty incident around the 78th minute was mishandled by officials. “The match producer made very serious statements, claiming that the VAR refused to show the footage that clearly shows and proves that there was an obvious penalty (following a handball by Oluwatosin Demehinni in the penalty area around the 78th minute),” an FRMF official explained. The federation’s dissatisfaction centred on the perceived failure of VAR to intervene appropriately during the match, fuelling suspicions of procedural shortcomings or possible misconduct. In response to Morocco’s strongly worded complaint, CAF appears to have acted swiftly by removing Noumandiez Doue, who had served as Head of Referees since 2022. His dismissal was reported by Le360 Sport, citing internal sources within the governing body. According to internal CAF sources, this decision was made Thursday morning during a farewell meeting for Noumandiez Doué on the occasion of the referees’ training camp for the African Nations Championship (CHAN) in Kenya, ending three years in a role deemed disappointing by several federations. The CAF Executive Committee is expected to confirm the appointment of a new director for the referee commission. Among the candidates considered are several renowned referees: Gambian Bakary Gassama, Moroccan Redouane Jiyed, and Egyptian Issam Abdel Fattah.
Reorganizations are also planned in Central and West Africa zones, aiming to restore the credibility of African refereeing before the tournament’s opening on December 21, 2025. The most surprising development is a novel project considering the use of foreign referees, notably Europeans and South Americans, to officiate at the upcoming Africa Cup of Nations. While still under study, this measure is taken seriously in response to complaints from multiple African federations frustrated by repeated refereeing errors during major continental competitions. With these decisive measures, CAF aims to elevate the stature of its premier competition amid strong public expectations and media pressure. Morocco, hosting AFCON for the first time since 1988, is stepping up preparations to deliver a landmark edition in terms of sports, organization, and diplomacy.

UEFA Super Cup 2025: Pinheiro (POR)

The UEFA Referees Committee has appointed João Pinheiro from Portugal to referee the 2025 UEFA Super Cup match between UEFA Champions League winners Paris Saint-Germain and UEFA Europa League titleholders Tottenham Hotspur, which will take place on Wednesday 13 August at the Stadio Friuli in Udine, Italy (kick-off 21:00 local time). The 37-year-old has been an international referee since 2016 and has been the referee in 68 UEFA competition matches during his career to date, regularly taking charge of UEFA club competition and international matches. During the 2024/25 season he took charge of five matches during the knock-out stages of UEFA club competitions, including the UEFA Conference League semi-final second leg between Chelsea and Djurgarden (1-0). Referees hit the right note at UEFA Women’s EURO 2025

The UEFA Women's EURO 2025 final brought the curtain down on an unforgettable, record-breaking celebration of the beautiful game. On the pitch and in the stands, records tumbled as more fans than ever crammed into stadiums to support the players who were once again raising the bar for women's football. With emotions running high and the stakes even higher, the tournament remained a showcase of clean, disciplined play, thanks in no small part to the calm authority of some of the game's top match officials. "This was a fantastic edition of the UEFA Women's EURO, with the standards of the match officials matching the elite-level action on the pitch and world-class organisation off it," said UEFA director of refereeing, Roberto Rosetti. "All of the refereeing teams performed very well and worked efficiently in co-operation with their VAR colleagues. Congratulations to all of them for having the courage to step forwards with strength, determination and courage to meet the challenges I set for them over the past year. I would also like to say a special thank you to those working behind the scenes, and everyone who believed in the growth of women's refereeing. You are the heart of this success, and the true winners in this journey. The best is yet to come!"


Successful VAR application and integration of new laws and technologies
Across the 31 matches at Women's EURO 2025, there were a total of 18 VAR interventions, 11 for factual decisions such as offside, and seven resulting in on-field reviews where initial subjective calls were overturned. These interventions came from 206 incident checks during the tournament and helped to ensure there were no clear errors in any major decisions. This summer's tournament was the first Women's EURO to feature semi-automated offside technology and a connected ball, which assist referees and VARs with decision-making in real time. That matched the technical standards of last year’s men’s UEFA EURO 2024, where we also debuted the policy of referees explaining key decisions to team captains, to enhance communication and improve relationships between players and officials, while also avoiding the mobbing of referees. We took the same approach in 2025, helping to keep exchanges respectful. There were also new laws of the game at Women’s EURO, and while no goalkeepers fell foul of the eight-second rule to reduce time-wasting, the penalty shootout in the final did feature a retaken spot kick, after Beth Mead's "double touch" on her first penalty. Last season, that would have been deemed a miss, but from the 2025/26 season, the kick is retaken. Final referee Stéphanie Frappart signalled the call on the pitch, and big screens provided an explanation for fans watching from the stands. For Frappart, it was the latest milestone in a career that has seen the 41-year-old become the benchmark for female officials, ever since her appointment to referee the men's UEFA Super Cup match in 2019, and a year later, the first woman to officiate a UEFA Champions League match. Since then, UEFA and our national associations have intensified efforts to develop Europe’s female referees, investing heavily in training and building a world-leading group of top-level officials, with a strong new generation coming through ready to take on the challenge.


Pride all the way from Brazil to Basel
In addition to twelve Europeans, Brazilian Edina Alves Batista was also part of the tournament refereeing group, thanks to UEFA's ongoing collaboration with CONMEBOL, the South American football confederation. Alves Batista took charge of three matches, including the semi-final between Spain and Germany, reward for some excellent performances in the middle. It was an experience that meant the world to the 45-year-old. "I am truly grateful for the partnership between CONMEBOL and UEFA, which made it possible for us to be part of this great event," she said. Addressing her colleagues, Alves Batista added: "I’ve never experienced anything like it – such a light and joyful atmosphere, filled with unity and camaraderie. It was a privilege to share these moments with all of you." As we were welcoming Edina Alves Batista to the UEFA Women’s EURO, referee Ivana Projkovska from North Macedonia was officiating at the CONMEBOL Copa América Femenina 2025. The 39-year-old is one of the match officials at the tournament in Ecuador, and together with her assistants, Italian Giulia Tempestili and Spain’s Iragartze Fernández, Projkovska has taken charge of four matches at the tournament, including the semi-final between Argentina and Colombia on Monday.

UEFA Women’s Euro Final 2025: Frappart (FRA)

The UEFA Women's EURO 2025 final will mark the latest milestone in referee Stéphanie Frappart’s impressive career. Fourth official for the final in London three years ago, Frappart will be in the thick of the action when England take on Spain in Basel, keeping a close eye on proceedings with her typical calm authority. The 41-year-old has been an international official since 2011, taking charge of 111 UEFA matches so far throughout her distinguished career as well as the 2019 FIFA Women's World Cup final. The Women's EURO final will be her fourth match at the tournament, having officiated two group games and the quarter-final between Norway and Italy. In this special Q&A, she reflects on the growth of the women's game and the excellent atmospheres across Switzerland's eight venues this summer.
- Congratulations Stephanie, how does it feel to know you will referee the UEFA Women's EURO 2025 final?
- Thank you. It's a big honour and a great emotion to be the referee for the final. At the beginning of the tournament, there are a lot of us referees and we are together like a family, but only one can be selected for the final and I'm very pleased that it's me.
- How will you prepare for the final?
- This is as big as any match that I have refereed and it's a big responsibility to have this final, but it has the same importance as any other. Whether it's men's or women's football, a final or a league match, I always prepare for games in the same way. I like to live a matchday like a normal day, rather than thinking about it too much or putting too much pressure on it. The more comfortable you are, the more confidence you have and the more you will feel good on the pitch.
- What has the experience been like at the referee base camp over the past few weeks?
- It was very nice and everything has been well organised for us. We have to be well prepared physically, so we train every day, just like players, and we also have meetings together and with UEFA experts to talk about teams' tactical approaches so that we are ready for every match. All of the referees spend time together, we are very close just like a team. I think that has helped all of us produce good performances during the tournament.
- How will you look back on the tournament as a whole?
- My memories for this tournament will be that the stadiums were full all the time. It's a big step for women's football and the atmosphere at all of the games was wonderful. I was in the Netherlands in 2017 and England in 2022, and you can see the growth, everyone is interested and talking about women's football now. It has been a good family atmosphere and it's been a clean tournament on the pitch with very few conflicts, which presents a good image for women's football.
- Is there a noticeable difference from your first Women's EURO in 2017 to this tournament?
- Yes, there has been a big improvement in every way. The quality of teams is higher now, the stadiums are full and women's football is clearly in a much better position. It is also the same for referees, we have more people to support us and help us prepare for matches. Everything is at a higher level.
- Finally, the Swiss Football Association wants to use the tournament as a catalyst to increase the number of girls and women becoming referees – how important is that?
- It's important for every country to increase the numbers of girls and women involved in football. It's great to attract more players, but of course with more players you need more referees, and this is a great initiative by the Swiss Football Association. I am proud to be a role model for young referees, and it's great to show girls that it is possible to be involved at a big tournament like the Women's EURO. (Source: UEFA)

Fernandez Borbalan named Technical Director of Spanish referees

At the end of June, the Royal Spanish Football Federation has agreed to renew the leadership of the Technical Committee of Referees (CTA), as part of the ongoing process of promoting and updating the institution's technical system, in line with the work carried out by the refereeing system reform group, which includes representatives from the refereeing community, professional clubs, and the Federation itself. This opportunity for dialogue and proposals has helped lay the foundations for a more modern, efficient model adapted to the current needs of Spanish football. Following this process, RFEF has dismissed the former CTA President Luis Medina Cantalejo, along with his leadership team: Antonio Rubinos Pérez (deputy chairman), Vicente Lizondo Cortés, Bernardino González Vázquez, and José Lesma López (vice-presidents), and Carlos Clos Gómez (director of the VAR project).

CAF Women’s Africa Cup of Nations Final 2024: Antsino (NAM)

Twanyanyukwa Antsino of Namibia has been appointed by CAF to referee the CAF Women’s Africa Cup of Nations (WAFCON), Morocco 2024 Final. Antsino, who has been one of the standout performers among match officials during the tournament, will make history as the first Namibian to officiate a WAFCON final. Her steady leadership, consistency, and calm control of matches have earned her the ultimate honour. “I didn’t expect this at all; I’m still in shock. But with God, all things are possible,” says Antsino. “WAFCON is a major competition, and expectations are high. We have to go in with the mindset that the whole continent is watching and give our absolute best. “Personally, I believe I have the talent and the potential. They’ve seen what I can do, and now it’s my opportunity to prove it; to show it on the pitch.” Antsino officiated several key matches, impressing CAF’s Technical and Refereeing Committee with her ability to remain poised in high-pressure moments. Her most recent performance showcased her exceptional fitness, and match control, all vital in the modern game. 
CAF Head of Refereeing, Desire Noumandiez Doue, hailed her appointment. ”Their appointment was informed by their consistent quality and performance,” said Desire. “It is the result of their hard work, both in training and in the matches they’ve officiated, as well as their overall readiness. Their performances have shown consistency in key areas: tactical awareness, anticipation, match control, and overall game management. The two assistants, in particular, are among a group of brilliant young referees emerging on the continent, and their improvement has been nothing short of impressive. This selection also reflects CAF’s commitment to fairness. It’s our way of saying: if you perform well, you deserve the best. And the referees selected for the final are among the best we have. Antsino for instance, has demonstrated all the qualities we look for. We’ve been monitoring her closely for the past three years, and she has done incredibly well. At the rate she is going, she’s certainly a potential candidate for the FIFA Women’s World Cup. We know that a final is never just another match. UEFA Women’s Euro referees are raising the bar

"Being a female referee has undergone exponential change," says Spaniard Marta Huerta de Aza, officiating at a Women’s EURO for the second time. "I’ve been a referee for 20 years and since I started, there has been a really significant change. Taking Spain as an example – dedicating yourself professionally to being a referee as your only job was unthinkable years ago," she adds. The standards of female referees have only increased as a result, explains Huerta de Aza. "There are really positive advances in the refereeing profession. To be at a Women's EURO again, three years on, is even more difficult, because the female referees we have in Europe, in my personal opinion, are the best in the world – they demonstrate it in each international competition." New levels of preparedness are one of the ways in which the game is progressing, with UEFA helping to ensure that each member of the 13-strong Women’s EURO 2025 referee team was ready to hit the ground running. Physical and mental preparation are very important for a referee," says Huerta de Aza. "UEFA supports us with that, so we have a tailored plan to guarantee that we can be in optimal shape to take part in this tournament."
The referees were put through their paces in the lead-up to the tournament in UEFA training sessions. Notably, each has passed the same fitness tests as the elite male referees. "It’s quite a long preparation," said Stéphanie Frappart, one of the game’s leading referees. "We’ve been working on [fitness] for several months now, with remote training sessions supported by a fitness coach."
Perhaps naturally, as the pool of women’s referees has developed, perceptions of the role have changed, too. "It’s very different to how it was when I was 13 years old and started refereeing," says Swedish referee Tess Olofsson, also refereeing her second Women’s EURO. "Back then, we didn’t have many female referees or role models," says Olofsson. "Suddenly, women’s football has really developed, both in terms of refereeing and playing. It is fantastic to see that there are so many professional female referees out there who can make a living out of this job."
The women’s game is keeping pace with the men’s on the technological front, too. Alongside video assistant referees (VARs) and goal-line technology, semi-automated offside and connected ball technology is in operation at a Women’s EURO for the first time – matching what was deployed at the men’s EURO in 2024. "To be able to work with the semi-automated [technology] is an improvement that we’re grateful to have in women’s football," explains Huerta de Aza. "Anything that can help us to improve and make fairer decisions is good for football, for referees and for spectators. All the new technologies – such as VAR and now the connected ball and automatic offsides – are tools that will help us make a decision," agrees Frappart. "We will save time and make more accurate decisions. That’s the aim – being accurate in our calls and saving time so that we see more football." (Source: UEFA)
"I think being a referee is a very good experience that teaches you a lot," says Italy’s Maria Sole Ferrieri Caputi, who made history in 2023 as the first woman to take charge of a men’s Serie A match. "You can grow up as a person, you learn to take decisions – especially for me, [when I took up refereeing] I was an age at which it’s not so common that young girls are used to taking decisions. For me that was very precious." Romania's Alina Peşu, who officiated Switzerland’s sold-out opening match against Norway in Basel, adds: "Refereeing builds personalities. After you start to be a referee, you start to be more mature – being confident in different situations, also [off] the field, and being in control."
"Refereeing gives us the chance to perform on big stages, in big tournaments like this one," says Portugal’s Catarina Campos. "I think this is something that could give the motivation to other girls to become referees. It’s a really credible way to be part of football and I hope that more and more girls decide to do it, challenge themselves to do it, because this is a real passion. It’s something that makes us feel really, really good and really proud." "With football, you will [meet] a lot of friends and lots of cultures," says Croatian referee Ivana Martinčić, who took charge of the Women’s Champions League final in May ahead of Women's EURO 2025. "You will see other countries and continents, you will meet a lot of people – for me, this is really something. I never thought I would do this, but I really enjoy it – and that’s the most important thing." (Source: UEFA)
Just a year after taking charge of the 2024 UEFA Women’s Under-19 EURO final, Italian referee Silvia Gasperotti has stepped onto an even bigger stage – her first Women's EURO. "It’s an incredible opportunity, a privilege, and an honour to be here," said Gasperotti. "But above all, it carries the great responsibility of representing UEFA in this tournament." The Women’s Under-19 EURO provided Gasperotti with the perfect opportunity to prove herself on the international stage. "Refereeing a final is always a great honour. It’s also a huge responsibility because you have to prove through your work and attitude that you deserve the trust of those who appointed you for that match," she said. "At the same time, it serves as a business card – a way of introducing yourself to the world. It has also motivated me to keep getting better and strive for new goals." Gasperotti has grabbed that opportunity, having taken charge of Norway’s Group A clash with Finland and the Group C encounter between Sweden and Germany at Women's EURO 2025. She sees the chance to learn from the wider refereeing team as key to her development. "I've had the opportunity to speak with women who have already had this experience," she said. "Their insights helped me understand what was required and what I had to work on in order to be ready for this great opportunity. "I’ve closely followed the suggestions and the plans provided by the fitness coaches with the aim of further improving my skills and trying to reach the high standard that is required by UEFA," she said. Gasperotti grew up with a love for football, inspired by following her brother to matches. A friend encouraged her to take a refereeing course, which kick-started her journey. "I started getting interested in refereeing as a way to experience the world of football through a different perspective," she recalled. "Being a referee helped me grow as a woman. It helps you face difficulties, meet great people and get out of your comfort zone." For Gasperotti, the Women’s EURO is just the beginning of her journey. "I want to work at my best in order to earn every next game," she said. "This is a once-in-a-lifetime opportunity, and I want to get the most out of it. There will definitely be new milestones to reach and new goals to pursue." (Source: UEFA)
