Olympic football gets off to violent and chaotic start

The Olympic men’s football tournament got off to a violent and chaotic start Wednesday with Morocco’s shocking 2-1 win against two-time gold medalist Argentina. The result tells only part of the story after a dramatic end to the match in Saint-Etienne, which had to be suspended for nearly two hours when furious Morocco fans ran on to the pitch and threw bottles from the stands to protest a late goal by Argentina in the 16th minute of added time. The angry and bizarre scene sparked confusion over whether the game had been concluded or paused. The crowd was told to leave the stadium, but players remained at the venue and returned to the pitch for a final three minutes of added time in front of empty stands. Moments before play resumed, Cristian Medina’s disputed goal was disallowed by VAR for offside, and Morocco held on for the victory.
Argentina’s football federation said it had issued a formal claim to world governing body FIFA to take the necessary regulatory measures for such a serious event. “Paris 2024 is working with the relevant stakeholders to understand the causes and identify appropriate actions,” a spokesperson for Paris organizers said. Morocco fans reacted furiously when they thought Medina’s goal had denied the team a critical win against one of international soccer’s powerhouses. Objects were thrown and invading Morocco fans were tackled by security on the field at Stade Geoffroy-Guichard after Medina appeared to tie the game 2-2. There were images of some Argentina players flinching when what appeared to be a flare was thrown onto the field. Bottles and cups were strewn over the pitch by the time the game was paused. 
It was initially thought that the full-time whistle had been blown. Even FIFA’s website declared the game over. About an hour after the incident, organizers at the venue confirmed the match was not officially over and that VAR would review whether the goal would stand. Players eventually re-entered the field after a long delay and began to warm up before the game could be concluded. 
After warmups, players from both teams stood on the field in the otherwise empty stadium while an official reviewed the video. 
He offered a brief explanation to Argentina while players on Morocco’s bench celebrated. Play went on for about three minutes after the resumption before the final whistle was blown.

“Captain only” measure implemented at Olympic Football Tournaments

FIFA has issued guidelines to all participating teams at the Olympic Football Tournaments Paris 2024 in relation to the measure permitting only team captains to approach the referee in certain situations.
FIFA encourages the implementation of this procedure by competition organisers globally, should they wish to do so, from the elite level down. Stressing the importance of the measure, FIFA President Gianni Infantino said: “Without referees there is no football. Protecting match officials and ensuring they are treated with respect is fundamental for the future of the game. Implementing measures such as “captain only” is crucial in maintaining the spirit of football and safeguarding those who uphold its laws.” The Chairman of the FIFA Referees Committee, Pierluigi Collina, also praised the initiative: “This is an important step based on the overarching idea of further enhancing fairness and respect in football while enabling an open line of dialogue between the referee and the teams. As we have seen in the past, measures that are in defence of football end up being accepted.”

Norwegian referee sends off physio on weekend with anti-VAR protests

This is the shocking moment a referee in a Norwegian top-flight match sends off a physio for running onto the pitch and then arguing back when he gets ordered to leave. Official Marius Lien brandished the red card to Joao Ferreira with five minutes remaining in the clash between Sarpsborg and Brann. After being dismissed for two yellow cards, the backroom staff member seemed to laugh at the referee before a scuffle broke out between the two sets of players over the bewildering decision. Ferreira now faces a ban following the red card, raising questions as to who will treat injured players in the meantime.
Now footage has emerged of the unusual incident which was triggered when a member of the Sarpsborg side went down with cramp with the score locked at 0-0. Ferreira then sprints onto the field to attend to the player's injury but is shown a yellow card by the referee much to the delight of the Brann supporters. The physio then appears to gesticulate towards Lien in complaint, leading to the official showing a second yellow and a red card. He then walked around on the pitch laughing in disbelief before striding over towards Lien as opposition players point towards the sidelines in a bid to get him off the field. A minor scuffle between players then ensued before Ferreira finally walked off the pitch shaking his head. The match eventually ended 1-1 after a dramatic finale which saw Henrik Meister give Sarpsborg the lead in the first minute of stoppage time before Brann's Aune Heggebo equalised in the 94th minute.
The red card chaos came on the same day that Rosenborg's clash with Lillestrom was abandoned after fans threw flares and fish cakes onto the pitch in a protest against VAR. Rosenborg's ultras also chucked tennis balls onto the field which forced the players to exit the pitch under new rules. They then held up a banner which read: 'We will never give up, VAR will go away.' The players made their way out and the stadium announcer then said that if there were any more stoppages, the game would be called off. Before half an hour had been played of the fixture, both sets of fans hurled more tennis balls onto the pitch causing the match to be abandoned.

Laws of the Game Changes 2024/25

The current edition of the Laws of the Game, which came into effect on 1 July 2024, features the following changes and clarifications:
Law 3 (The Players): Additional permanent concussion substitutions to be a competition option in accordance with the necessary protocol.
Law 3 (The Players) and Law 4 (The Players’ Equipment): Each team must have a team captain who wears an identifying armband.
Law 4 (The Players’ Equipment): Players are responsible for the size and suitability of their shinguards, which remain a compulsory part of their equipment.
Law 12 (Fouls and Misconduct): Handball offences that are not deliberate, and for which penalties are awarded, are to be treated in the same way as other fouls.
Law 14 (The Penalty Kick): Part of the ball must touch or overhang the centre of the penalty mark, and encroachment by outfield players will be penalised only if it has an impact.

Where a player denies the opposing team a goal or an obvious goal-scoring opportunity by committing a deliberate handball offence, the player is sent off wherever the offence occurs (except a goalkeeper within their penalty area).
Where a player denies the opposing team a goal or an obvious goal-scoring opportunity by committing a non-deliberate handball offence and the referee awards a penalty kick, the offender is cautioned.

Explanation:
Non-deliberate handball offences are usually the result of a player attempting to play fairly, so when a penalty kick is awarded for such offences, the same philosophy should apply as for offences (fouls) which are an attempt to play the ball or a challenge for the ball, i.e. DOGSO offences result in a yellow card and SPA offences result in no card. Deliberate handball remains a red-card offence when a penalty kick is awarded, as it is similar to holding, pulling, pushing, no possibility to play the ball etc.

If, before the ball is in play, one of the following occurs:
· a team-mate of the player taking the penalty kick is penalised for encroachment only if:
o the encroachment clearly impacted on the goalkeeper; or
o the encroaching player plays the ball or challenges an opponent for the ball and then scores, attempts to score or creates a goal-scoring opportunity
· a team-mate of the goalkeeper is penalised for encroachment only if:
o the encroachment clearly impacted on the kicker; or
o the encroaching player plays the ball or challenges an opponent for the ball and this prevents the opponents from scoring, attempting to score or creating a goal-scoring opportunity

Explanation:
Player encroachment can be difficult to detect and manage, especially at the lower levels of the game, where there may be no neutral assistant referees. However, it can easily be identified by the video assistant referee, and if Law 14 were to be applied strictly, most penalty kicks would be retaken. Since encroachment rarely affects the outcome of the kick (only if the ball rebounds into play), the same principle should apply to player encroachment as to goalkeeper encroachment, i.e. it is penalised only if it has an impact.

American referee Tori Penso, who officiated the FIFA Women’s World Cup final in 2023 where Spain beat England in Stadium Australia in Sydney, will oversee the opening game of the women’s tournament between France and Colombia in the Stade de Lyon on Thursday 25 July. She will be joined by Brooke Mayo and Kathryn Nesbitt, also from the USA, while Ugandan official Shamirah Nabadda will perform fourth official duties. Tatiana Guzman, the first woman to take charge of a men’s game in Nicaragua, is the VAR and Jamaica’s Daneon Parchment is VAR assistant.
The FIFA Referees Committee has appointed 89 match officials (21 referees, 42 assistant referees, 20 video match officials and six support referees) from 45 countries to officiate matches at the Olympic Football Tournaments Paris 2024. Female Japanese referee Yoshimi Yamashita, who has experience of officiating at the FIFA Women’s World Cup, will referee the men’s Egypt v Dominican Republic game on Wednesday 24 July at the Stade de la Beaujoire. Male Brazilian referee Ramon Abatti will take charge of the women’s game between USA and Zambia on Thursday July 25th at the Stade de Nice. Letexier: "Refereeing is a sport in its own right"

Considering that referees run an average of 11.5km per match, it’s crucial that they’re in good shape. After a season of officiating in Ligue 1, François Letexier will conclude the summer with two major international competitions under his belt: 2024 is a jam-packed year for the Breton native. It's a good job he’s in fine form, spurred on by a host of awards and recognition. His consistency at the highest level has rightfully earned him the accolade of best referee in Ligue 1 for the second year on the trot at the recent Trophées UNFP (National Union of Professional Footballers) award ceremony. Regarded as one of the best referees in Europe, Letexier was called up to be part of the refereeing team at UEFA EURO 2024 and oversaw the final between Spain and England. And the icing on the cake is that he will be part of the Olympic Football Tournaments Paris 2024, on his home turf in France.
“I felt immensely proud when I found out that I was one of the referees called up to officiate at Paris 2024 this summer. It has always been a dream of mine to experience this event first-hand, which happens to be taking place in my home country this year,” he revealed to Inside FIFA. “I see the Olympics as a global event where differences are set aside in the name of sport and its universal, peaceful values. It’s an event where the challenge of pushing yourself to the limit creates unique moments that help shape our childhood dreams.” Whether we like it or not, in this calibre of competition, athletes’ performances are more deeply ingrained in our memory than the referees’ calls. And Letexier will not be competing for a gold medal – the highest honour for any competitor. This doesn’t seem to faze the Frenchman, who considers refereeing a sport in its own right, “where there is competition; healthy competition, above all against yourself,” he adds. “In refereeing terms, officiating in the final would be an Olympic gold medal because it’s the competition’s last match,” he continues. “It’s only natural to set yourself objectives when embarking on an adventure like the Olympic Games. These objectives are set on a match-by-match basis.”
A lawyer by trade, this is how he has gradually forged a career at the whistle. It was at the age of 14 that he first experienced the joys of refereeing, in which moment he had an epiphany: “Refereeing is an amazing way to learn about life, and I urge all young football fans to give it a go, just to see if they like it,” he summarises. “When I first started refereeing, the elite level seemed so distant, so unattainable, that I didn't even dream about it,” he admits. “I set my sights on the heights of refereeing when some key people in my life, who were always there for me, helped me understand that I could be ambitious and dream. And I hope to never stop dreaming!” Letexier became the youngest referee to officiate in Ligue 1 in 2016 and has gradually risen through the ranks – the sky is the limit for him. After gaining recognition in France and then on the European stage, he got his first taste of world football at the FIFA U-20 World Cup Argentina 2023. Drawing on his experience, he will be at the forefront of the action at the Olympic Games this summer, aged just 35. The journey is beautiful, but that doesn’t mean it is always plain sailing. “Things aren’t always easy – sometimes the going gets tough. These tough times are like defeats, because the calls were incorrect and negatively impacted the outcome of a match, or because we’ve failed to live up to our own expectations,” he explains. But Letexier prefers to focus on the finer times: “All those defining moments that are part and parcel of matches; those moments before a match, when we come together as a team and share powerful messages, to unite and create a sense of togetherness and those after a match, when you feel you’ve done your duty and can celebrate what feels like a team triumph.” The FIFA Referees Committee has also focused on the finest by selecting Letexier to officiate at the Olympic Football Tournaments Paris 2024.
