Former World Cup final referee Jack Taylor has died
Jack Taylor, the English referee who officiated the 1974 FIFA World Cup final between the Netherlands and West Germany, has died aged 82. Taylor, born in Wolverhampton, oversaw more than 1,000 club matches in a refereeing career which spanned three decades. In 1971, he was the man in the middle for the European Champion Clubs' Cup final at Wembley between AFC Ajax and Panathinaikos FC, which the Dutch side won 2-0. He also handled over 100 international fixtures, the highlight being the 1974 World Cup final in Munich, where he made history by becoming the first man to award a penalty in a global showpiece.
Former English FIFA referee Mike Riley, now General Manager of the Professional Game Match Officials (PGMOL), said: "Every referee of our generation looked up to Jack Taylor because he set the standard. His performances at the 1974 FIFA World Cup inspired a whole generation of referees in this country. I was fortunate to travel to the 2010 World Cup Final in South Africa with Jack for him to watch Howard Webb. He was incredibly proud that another Englishman had taken charge of the biggest game in world football. But then that was Jack, he was not only very well respected throughout the game by players and managers, he was also an extremely nice man and wonderful fun to be around. And he never stopped inspiring match officials. Over the last five years he has played an important role for PGMOL passing on his many years of experience to tomorrow's referees. We will miss him greatly. This is a terribly sad moment for English officiating and we send our condolences to his family and many friends.”

European football mourns Hrinak
Slovakian international referee and referee administrator Vladimir Hrinak, who took charge of numerous European club and national-team matches, has passed away at the age of 47.
European football is mourning the passing of the former international referee Vladimir Hriňák, who has died at the age of 47. In addition to a distinguished career as a match official, Vladimir Hrinak also held a number of positions within the Slovak Football Association (SFZ) as a much-respected referee administrator. Born on 25 February 1964, Hrinak began refereeing in the Slovak first division in the 1992/93 season. He became a FIFA referee in 1993, and officiated at more than 100 European club and national-team matches. In 2008, Vladimir Hrinak was fourth official at the UEFA Champions League final between Manchester United FC and Chelsea FC in Moscow. He ended his active career as a referee in 2009, taking charge of his last continental match between Villarreal CF and FC Salzburg in the UEFA Europa League on 17 December of that year. Hrinak went on to work in the Slovak football refereeing sector. He was chairman of the Bratislava Football Association referees committee, and initiated numerous projects and ideas as the manager for referee education and the UEFA Referee Convention.
The European football family would like to express its deepest sympathy to Vladimir Hrinak's family and friends.

Stereoscopic 3D for assistant referees
Researchers from the Universidad Carlos III de Madrid (UC3M) are applying stereoscopic 3D to record exercises on offside position for FIFA to use as teaching material in professional training courses for assistant referees.
The objective of this innovation project is to improve the learning environment of the assistant referees with multimedia materials which offer a visual experience that is the most similar to what referees on the pitch experience, and which can train visual perception in decision-making calls on offside plays. For that purpose, researchers in the UC3M Television-Film group: memory, representation and industry (TECMERIN) are using this 3D recording technique for the Federation Internationale de Football Association (FIFA) to use as teaching material in its training courses for assistant referees, within the framework of referee professional training and development all over the world. Over the course of two days, the TECMERIN research group recorded 500 simulations of offside plays in stereoscopic 3D with different types of exercises, similar to those used in professional training courses for International referees. "Among these, those most appropriate to create interactive material to be used by assistant referees all over the world will be chosen," UC3M professor Manuel Armenteros, coordinator of the project, explained. "The use of stereoscopic images will significantly improve the learning experience due to the fact that a 3D stereoscopic image learning environment generates a visual experience that is much more realistic than 2D," he asserted.
The technique of creating stereoscopic images uses two lenses, one for each eye, which obtain a greater sense of depth than 2D images. The visual perceptive systems use the differences between the images of each eye to calculate depth. In spite of the fact that stereoscopic 3D technology has been used for years, this technology could not have attained its current widespread use if it had not been for digital treatment of images. The stereoscopic 3D revolution is linked to the digital revolution, the researchers note. The overlapping of the two images necessary for the creation of stereoscopic images is simplified with the use of a computer, which eliminates the imperfections of previous techniques. The spread of stereoscopic 3D into the domestic area, including recording as well as visualization devices, portends a visual environment which represents a significant advance in the creation of images, as important as that of color, according to Professor Armenteros. Stereoscopic 3D will also influence in narrative aspects, so that a thorough reflection upon its use becomes of essence in the professional as well as the academic environment, explained UC3M professor Anto Benitez, another of the researchers participating in this research project.

Howard Webb – From Officer to Whistleblower
There are few jobs in the world where over billion people watch every decision you take and treat them as a matter of national pride. Yet South Yorkshire Police Sergeant Howard Webb, who is known worldwide as the FIFA World Cup 2010 final referee, knows the feeling extremely well.
Webb officiated over his most prestigious game ever in Soccer City, Johannesburg, and used the skills gained as an officer to take charge of a match in which passions ran high and tempers flared among the players on the pitch. But policing was the first passion of Rotherham-based Howard (40), the son of a Yorkshire miner, who had wanted to serve as a youngster and left school in the middle of studying for his A-levels to work until he was old enough to join his local force. It was while the would-be officer was employed at a bank that his father, himself a football referee, inspired his son to don black and take to the pitch. It was not lost on him, officiating at his first ever football match on the fields next to Orgreave Coking Plant, that he had witnessed the clashes on the same fields between police and miners during the bitter strike of the early 1980s. Speaking exclusively to PoliceOracle.com, Howard pointed to the industrial dispute as being one of the key factors which inspired him to become an officer, realising that he had a passion to both serve and keep order. When he achieved his dream 1993 he had already progressed through the FA ranks and had become an assistant referee in the Northern Counties East League. His journey would ultimately take him into the Premiership 10 years later, and onto the international scene in 2005.
“Police officers make good football referees and referees make really good police officers due to the similarities in the qualities needed to do both roles,” said Howard. "Things are happening quickly in front of you – you have to stay calm, analyse lots of information and act decisively but be aware of personal safety and watch your back." Howard recalled that there had been a number of occasions when his football and policing careers had collided. In one memorable instance, he was sat outside a stadium at Sheffield in a prisoner transport van during an FA Cup semi-final – and had asked a passer-by what the match score was. When the man curtly asked why he wanted to know he replied: “It is because I refereed the other semi-final in Liverpool.” In his police uniform Howard had not been recognised despite his distinctive appearance and on-pitch presence.
The pressures of balancing policing and refereeing commitments prompted Howard to later consider his options as he did not want to compromise either role. Having already reduced his policing hours, a colleague on a Safer Neighbourhood Team suggested he considered taking a career break. “I looked into the options and saw that one of the criteria was ‘to pursue sporting ambition’, so I spoke with a senior officer, submitted my request and it was approved,” he recalled. “South Yorkshire Police has been great with me. They allowed me to work part-time for five years and the chief constable also sent me a message of good luck when I left on the five-year break to pursue my refereeing." The conscientious officer felt that he had made the right decision for both policing and for football. “I was finding it hard to juggle both roles and do them justice,” he admitted. “I could be away for up to four days at a time refereeing, I would come back to loads of emails and was always playing catch-up. I had worked hard to get promotion early in my career and so I did not want to risk losing my stripes. I was losing touch and as a supervisor it was my job to be in touch.” Since going full-time as a football referee, Howard has been recognised for his achievements with an MBE for services to football. In addition, he now is the holder of two honorary degrees, most recently from York St. John University.
The pinnacle of Webb’s refereeing career undoubtedly came in July 2010 when he officiated in the World Cup Final between the Netherlands and Spain. Speaking at the time, South Yorkshire Police’s ACC Andy Holt – the ACPO lead for Football – said: "It's a great achievement and we are delighted for him. He has a good reputation as a sergeant and you can spot some policing traits in the games that he handles. Intervening in heated situations and separating people and calming them down is not too dissimilar to policing on a Friday or Saturday night. He's not afraid to take tough decisions either. He's considered as firm but fair.” Most recently, Howard has been on TV screens again as a referee at the Euro 2012 football finals held in Poland and the Ukraine. He officiated in three matches and was the fourth official for the Germany and Italy semi-final in Warsaw. He was hotly tipped to be the referee for the final this year, but narrowly missed out to the Portuguese referee Pedro Proenca. Had he been selected he would have been the first referee to have taken charge of both the World Cup and Euro Finals. But Howard’s career has seen other moments of drama away from the international football scene. Earlier this year, his skills as a referee and an emergency responder were tested to the full as he refereed the FA Cup match between Tottenham Hotspur and Bolton Wanderers. Bolton defender Fabrice Muamba collapsed on the pitch and Howard won acclaim for the clear-headed and professional way he dealt with a life-or-death situation.
So what next for Webb? His career break comes to end within the next 12 months and so decisions will need to be made as to where his future lies – policing or elsewhere. But there is no question at all that he has demonstrated immense passion, commitment, integrity and personal determination over his time as a professional referee. All of these qualities still remain key to policing should he ultimately return to pounding the street he loves in South Yorkshire.

UEFA U-19 Euro Final 2012: Makkelie (NED)
Danny Makkelie of the Netherlands has been chosen to referee the UEFA European Under-19 Championship final between Spain and Greece at the Lilleküla Stadium in Tallinn. Speaking to UEFA.com ahead of Sunday's showpiece, the part-time policeman said the appointment was the realisation of an important ambition in his career. "When you are chosen to go to a tournament like this your goal is to referee the final," he said. "I have been presented with an opportunity to show those who have placed their trust in me that I can successfully referee a match of such importance and that my aim is to be a top referee in the near future. "I know that Portugal's Pedro Proença refereed the 2004 UEFA European Under-19 Championship final and he went on to take charge of the UEFA Champions League and UEFA EURO 2012 showpieces, so that is all the inspiration I need." Explaining that refereeing was "a calling" in his life, the 29-year-old from Dordrecht in the Netherlands said that he has had a whistle in his hand from a young age. "When I was ten years old at school, the teachers used to ask us to referee games of football or volleyball and I liked doing that," he said. "It was a similar situation when I started to play for my local club. Sometimes there was a shortage of referees for amateur matches so I would volunteer. As the years passed, I saw that the players began to accept me in my role and one day somebody suggested I apply to referee with the KNVB [Royal Netherlands Football Association]." Makkelie accepted the advice and went on to become the youngest official to referee an Eredivisie game on 19 September 2009 as Heracles Almelo took on Sparta Rotterdam. He continued to make progress and officiated at UEFA Europa League qualifying round games between FC Salzburg and SK Liepājas Metalurgs and Club Atlético de Madrid and Strømsgodset IF. So far, at this year's U19s Makkelie has taken charge of the group stage encounters between hosts Estonia and Greece and England versus France and he said that his time at the finals has presented an excellent opportunity to learn and hone his skills. "I have enjoyed the tournament and have learned so much from the observers and also from my colleagues here," he said. "The final will be one of the biggest games of my career so far. The level of the players competing here is very high and the final teams – Greece and Spain – are fantastic. Both teams play with passion and are physically very strong so I think it will be a very good game”. (Source: UEFA)

UEFA Women’s U-19 Euro Final 2012: Frappart (FRA)
Just 28, Stephanie Frappart is set to cap a season that has seen her scale new heights in France by taking charge of the UEFA European Women's Under-19 Championship final. For someone going places so fast, French referee Stephanie Frappart cuts a relaxed figure ahead of the biggest game of her short international career. On Saturday she will oversee the final of the 2012 UEFA European Women's Under-19 Championship, the culmination of a season that has seen her raise the bar time and again. Last August she became the first woman to referee in the Championnat National, the third tier of French men's football, ending the season with 16 impressive games under her belt. Now the 28-year-old is poised to round off her maiden international finals in unanticipated style. "I'm very happy to get this opportunity," she said on the eve of the game. "It's my first final tournament so to get this appointment was a real surprise. I arrived without expectations but after the group stage, when eight officials went home and I stayed, I thought, 'Oh, I have a chance'." Indeed, and a glance at her career to date confirms that when a chance arises she tends to take it, as she has swiftly advanced both domestically and in the international game. Frappart is not ready to halt her rise yet, either. Having broken through the Championnat National barricades she is already setting sights on Ligue 2, even Ligue 1, though she accepts that will be "very difficult, another huge step up." This tournament in Antalya, she stresses, has helped her progress. "It's been very nice to work with the other referees, from so many countries. You learn a lot. It's a great way of developing. We arrived as referees and, after 17 days, we will leave as friends." First, though, there is the not insignificant matter of Saturday's meeting between Sweden and Spain and the easy-going Frappart, who combines refereeing with a full-time job for a federation involved in encouraging walking, is typically taking it all in her stride. "I hope it's a normal game, with nothing too out of the ordinary. Spain and Sweden are both very good teams, playing at a high level; it will be interesting. Hopefully there won't be extra time!" The energy-sapping climate is partly behind that wish but it is also about a sense of fairness, a sense that victory over 90 minutes is a more definitive result, better for both sides. It is a viewpoint perhaps emphasised during a former life: "I played football for five years before I had to choose between playing and refereeing. I felt I had more chance of reaching the top level as a referee so I went for that." As Frappart gears up to complete a landmark season with an international final, it seems an astute choice. Studious Hussein shining in Antalya
A pharmacist by day and referee by night, Riem Hussein is currently flourishing under the spotlight at the UEFA European Women's Under-19 Championship in Antalya. Far from feeling the heat in southern Turkey, German referee Riem Hussein is thriving under the spotlight at the UEFA European Women's Under-19 Championship finals. The 31-year-old pharmacist possesses an impressive CV, but, as she explained to UEFA.com with palpable charisma, she is thrilled to be broadening her experience.
"I have enjoyed the tournament very much," she said. "Until now, I've had the chance to learn a lot from very experienced observers, and the work the referees and assistants do is great. We have also had a very good time with great weather here in Turkey." The ex-MTV Wolfenbüttel forward retired in 2005 and she found the transition from playing to refereeing to be effortlessly smooth. "At the beginning, inside your mind you are still a player to some extent," she explained. "But the longer you referee, the easier it becomes. It took time but it was easy because you have to focus on your work and your duties. I'm always saying that having played the game is a very big advantage. You immediately recognise a foul, and you understand the reaction of the players. It helps a lot." Hussein is no stranger to the big occasion after taking charge of the women's German Cup final in 2010, an honour she rates as one of her proudest accomplishments. "We had more than 26,000 people in the stadium," she said. "That's not very usual – not even in Germany, and it was shown live on TV. The game went really well and it is a moment I shall never forget." With intense scrutiny and analysis always inevitable, officiating is a grave test of anyone's character, but Hussein is confident she has developed the necessary coping methods. "I think it's a matter of mental preparation. Awarding a corner, forming a wall – these things have to be automatic. Things have to run without you thinking about them. In women's football, we don't have many matches with a lot of public interest, but concentrating and believing in yourself and your skills helps you deal with the pressure."
Diversely talented, Hussein juggles her refereeing duties with a job as a pharmacist outside the game, having studied at the prestigious Braunschweig University of Technology. "I act as a consultant for customers and at home my father is the owner in a family business," she said. "My brother and my sister work there too and we have a lot of contact with people. We face them every day. You need to have a lot of scientific knowledge about what's going on in your body. It helps me to be fit and healthy because I try to look after myself."
