AARs unlikely at the 2014 World Cup

Additional Assistant Referees are unlikely to be used at the 2014 World Cup in Brazil despite the system's apparent success at Euro 2012, FIFA president Sepp Blatter said on Friday. He added that the system, featuring one AAR behind each goal, had not featured in the World Cup qualifiers and it would be inconsistent to employ it at the finals. Blatter said the use of the AAR, championed by UEFA president Michel Platini who is an opponent of goal-line technology, was too expensive for most domestic leagues.
"All around the world, the qualifying system is done with the conservative system of one referee, two assistant referees and the fourth official," Blatter told reporters. "I am not going to say what is the final decision before the World Cup, but if you have the system which has run for the qualification, then you should have the same system in the final. There are not so many associations in the world of football that can afford to have so many referees, even in professional leagues. The AARs must have the same quality as the referee in the middle, that is the first principle," he said. However, Blatter did not completely write the system off. "Let us wait and see how many of the national associations will use this system of additional referees and how it will work in the different leagues," he added. UEFA employs five referees in Champions League and Europa League matches and the system is also used in Italy's Serie A. Blatter is a keen supporter of goal-line technology, which FIFA has already confirmed will be used at the 2014 World Cup when it is not clear if the ball has entered the goal. UEFA has argued that the extra linesmen also help reduce pushing and shoving in the penalty area, inhibit players from diving to win penalties and improve fair play.
Blatter said FIFA was also considering the use of vanishing spray to stop defensive walls creeping forward at free kicks. Widely used in South America where it was pioneered, it involves referees pacing the regulatory 9.15 metres between the ball and the nearest defender and then spraying a white line on the pitch to mark the correct position of the wall. The line disappears from the pitch within a minute. Blatter said the idea might be tested at the Club World Cup in Japan in December.

Busacca: “No robots, but referees who understand the game”

The Head of FIFA Refereeing Department, Massimo Busacca, which met last week in a seminar in Switzerland the 52 referees short-listed for the 2014 World Cup, said that FIFA does not want in Brazil “robots or machines”, but referees who know how to read the game. “In the selection process, the first criterion is the quality and personality. Their technical ability and understanding of the game is as important as their fitness level," said Busacca in a statement released by FIFA. The Swiss ex-referee added that the current refereeing is no "walk in the countryside with the whistle" and that the referee must know how to read the game. "The first ten minutes they tell you how the game is and whether the teams want to play or not? We have to understand the players. Soccer today moves too fast, so the referee has to be brave and make a decision. What we have tried to instill this week, and during the next two years, is the uniformity and consistency", he said.
Busacca has also insisted that FIFA wants the best referees in Brazil which come from all over the world. "In South Africa, media questioned the selection of a referee from Uzbekistan (Ravshan Irmatov) for the opening match and he ultimately refereed 4 or 5 games. No one should expect a lower performance because the referee comes from a small country; that is disrespect", said Busacca.
Meanwhile, the FIFA Medical Center and Research has revealed that, during a match, a referee runs on average seven miles and takes between 150 and 180 decisions. “In the 2006 World Cup, said Bizzini, the average age of the referees was 42 years, while in South Africa 2010 was 39 and the FIFA’s aim is that in Brazil 2014 it will be 37.”

Larrionda welcomes new technology

The referee whose mistake at the 2010 World Cup led to calls for the introduction of goal-line technology supports FIFA's bid to use the advancement in the 2014 tournament. Jorge Larrionda was the referee in South Africa when England lost to Germany in the second round, after his match officials failed to see that Frank Lampard's first-half shot had clearly crossed the line.
Now employed by FIFA to train elite referees, Larrionda acknowledged that he lived through a "difficult moment" in Bloemfontein. "What we felt at the time was very tough, really," the Uruguayan official told reporters after mentoring the 2014 World Cup referee candidates at FIFA headquarters. Still, Larrionda believes that his mistake - which ended his involvement at his second World Cup - had a positive effect. It persuaded FIFA President Sepp Blatter to insist on goal-line technology's approval before the 2014 tournament in Brazil. "It's for the global benefit of the sport," Larrionda said through a translator. "It's all about protecting the game and to have credible football."
FIFA detailed their expectations to 52 referee candidates this week at a seminar on fitness, psychology and tactics that opens their 18-month training program. Among those in Zurich, 10 refereed in South Africa, including highly rated Ravshan Irmatov of Uzbekistan, and Englishman Howard Webb, who showed 14 yellow cards and one red in the bad-tempered final between Spain and the Netherlands. Giving them high-tech help should lift some of the pressure on football's biggest stage, according to FIFA refereeing head Massimo Busacca. "We know a camera is going to check if it's a goal or not," said Busacca, who did World Cup duty in 2006 and 2010. "Let's see what happens in the Club World Cup in the first experiment." The Dec. 6-16 continental club championship in Japan will see FIFA's two preferred goal-line systems finally activated in competitive matches. The British system Hawk-Eye uses multiple cameras to track the ball and the German-Danish project GoalRef uses magnetic sensors in the goal frame to monitor a special ball.
Though Blatter's wish for goal-line technology is being met, his post-South Africa promise of employing only professional referees in Brazil has proved unrealistic. Just a few 2014 candidates, including Webb and fellow English Premier League referee Mark Clattenburg, are able to make it their full-time job. "The right word is to work in a professional way," Busacca said. "We want referees with courage. We have to understand how to read the game."
In 2013, the referees and their regular teams of two assistants will work at other FIFA events, including the Confederations Cup in Brazil, Under-20 World Cup in Turkey and Under-17 World Cup hosted by the United Arab Emirates. All will attend a second seminar in Brazil ahead of the Confederations Cup. The youngest candidate is Neant Alioum of Cameroon, who will be 32 when the World Cup kicks off. The oldest, Badara Diatta of Senegal, will reach the mandatory retirement age of 45 one month after the final. Busacca stressed that selection for Brazil is still open, and other referees could catch the eye of selectors, chaired by FIFA vice president Angel Maria Villar of Spain. "The selection will be like a football team," the Swiss official said. "Some coaches have in mind some players. They are playing, and then in two years in 2014 decisions will come."

First seminar for prospective referees FIFA World Cup 2014

Potential referees for the 2014 FIFA World Cup Brazil are meeting for the first time in Zurich this week, with 52 people hailing from 46 different countries taking part in an initial referee workshop being held from 24-28 September. Having undergone medical tests over the past few days, the 52 candidates were officially welcomed by FIFA President Joseph S. Blatter on Monday morning. "I would like to congratulate you for being selected for this trip to the World Cup at Brazil 2014," said Blatter. "The preparations ahead of the tournament are incredibly important. You will form my team, which will be the 33rd team at the World Cup and one of the most important." Blatter gave an insight into the latest changes concerning referees, including the decision to introduce goal-line technology, which will be implemented for the first time in December at the FIFA Club World Cup Japan 2012. The FIFA President thanked the various referees for their work thus far for football and wished them all the very best on the road to Brazil 2014: "You dedicate a significant part of your lives to football, a game of self-discipline and respect and one that represents a battle where fair play must reign. And you are the ones who oversee these games".
The referees will be treated to a varied programme designed to prepare them for their upcoming tasks and in particular for their work at the world's foremost footballing tournament, the FIFA World Cup. On Monday, the focus was on fitness and medical information as well as theory and match analysis. Head of the FIFA Refereeing Department, Massimo Busacca, gave the candidates an insight into the subjects of physical fitness, diet and the avoidance of injuries. In the afternoon, scenes from matches were discussed and debated using video analysis. On Tuesday, after a fitness test, the referees went on to the pitch at FIFA's headquarters for the first practical units of the programme. In his opening speech, Busacca called upon his wealth of experience as a former world-class referee and gave an overview of the forthcoming tests and the content of the seminar, as well as plans for the coming months as far as Brazil 2014 is concerned. "It is important to underline that this is an open list," he explained. "It is like a national team, and we're the FIFA national team. Those referees who are not here today need to know that they can still make it, while others can always drop out of the group. We want to have the best referees available at the 2014 World Cup." The 43-year-old underlined what an honour it is to take part in a FIFA World Cup. "Seize the opportunity – they don't tend to come along very often in a referee's career. In fact, this morning I was wondering whether I ought to make a comeback for 2014," he said with a wry smile.
This week will see the referees become attuned to the specificities of FIFA tournaments, since FIFA World Cups see teams from different countries and different cultures pitted against one another, unlike what happens in the domestic game. This will be a new sensation for those in the elite group looking to make their FIFA World Cup debuts, but an experienced team of instructors will be looking after the referees both this week and throughout the next two years on the road to Brazil.
Once this seminar is over, the next few months will focus on communication and observation. All 52 referees will officiate at FIFA tournaments in 2013 and be monitored by the FIFA Referee Team in their national confederations. A second seminar will then be held at the FIFA Confederations Cup Brazil 2013, before a final one the following year.

Carlos Torres retires due to injury

FIFA Referee Carlos Torres (Paraguay), who is still recovering after undergoing surgery on the meniscus over a year ago, announced that the treatment takes longer than expected and, after reflecting with his family, decided to retire from active refereeing. Torres said that, however, he will not quit refereeing completely, but will join the Referees Department of the Paraguayan Football Association and will help with the recruiting and training of new referees.
Torres started refereeing at age 16 and remained active until last year, when he got injured. He recalled its way through the 2004 Athens Olympics and the 2007 Copa America, as well as his first appearance in a first division match, Caaguazu – Colombia, in December 1990. On the international list since 1998, Carlos Torres enjoyed his career, but regrets that he was not able to referee at a World Cup, although he was pre-selected by FIFA on the initial list for South Africa 2010. When asked about the current difficult time for the Paraguayan referees, Torres mentioned a big gap in the training of new referees. “Carlos Amarilla is the only referee from the old guard and the young referees need much work. Instead of giving four or five years to a referee to develop, we want him to be perfect in one or maximum two years, which is not possible”. Torres made the comparison with Italian football, where the referees go through a process of 20 years from the starting moment until they get to referee in the first division. On the other hand, Carlos Torres is against the suspension of the referees. He said that suspending a referee for six months for a technical error does not make sense, because that referee will not improve their performance, but the opposite. "Let's make an analogy with a player who misses a penalty, if you do not say anything and let it out for six months, it does not mean he is going to come back and convert the penalty," he said. Torres suggested that technical errors, such as the appreciation of a play, must be analyzed and, if it was a mistake, the referee will not referee next week, but he should not be suspended for six months.
Juan Angel Napout, president of the Paraguayan Football Association, confirmed that Torres will join the team led by Ubaldo Aquino. "When Torres was injured and had surgery, we talked to him about the possibility to work in the referees department, his priority was to recover. Unfortunately, the recovery did not work well for him and came to the conclusion that it will be very difficult to return as a referee, so we talked again with him, as Ubaldo Aquino did as well. Our referees will benefit from his experience. All former international referees who retired are now working in the development of referees in South America, as occurs with Oscar Ruiz and others", said Napout.
Visibly moved, Torres announced that his farewell match will be this weekend, when he will act as a fourth official in Paraguay's first division.
