Elleray appointed advisor to the RFU

David Elleray, a former Premier League and FIFA referee, currently holds the position of Technical Director of the International Football Association Council (IFAB), Chairman of the English FA Referees Committee, Chairman of the Belgian Professional Refereeing Council and member of the UEFA Referees Committee. Elleray is known as one of the creators of the Video Assistant Referee (VAR) system. Over the past 4 years, he has actively worked with many confederations and national football associations in terms of providing them with methodological and practical assistance in the implementation of the VAR system during national competitions.
As an independent special advisor to the RFU Secretary General, Elleray will provide advice on the compliance of the VAR use in Russian football with the requirements of FIFA and IFAB, as specified in the Laws of the Game and the VAR protocol, as well as with the practice of using the VAR for referees around the world and, in particular at UEFA competitions, including UEFA Euro 2020. David Elleray will work closely with the project manager for the implementation of VAR in Russia and senior instructor Leonid Kaloshin and the head of the refereeing department Viktor Kassai. He will also retain his positions in the other football and referee structures mentioned above.
