Moss left PGMOL after 'bitter fallout' with top refs

Former Premier League referee Jon Moss left his role with referees' body the PGMOL after clashing with other officials, it has been claimed. Moss, 53, spent more than a decade as a referee in English football's top tier. His final Premier League season came in 2021-22, while he also took charge of the Championship play-off final between Huddersfield Town and Nottingham Forest. The following year, he was handed a post by the PGMOL as the director of Premier League officials, having initially joined as manager of the group in question. However, he lasted less than a year in his most recent role, leaving this month with immediate effect. According to The Telegraph, his exit followed a "bitter" falling out with a number of leading officials. The same publication notes that referees chief Howard Webb will take over Moss' responsibilities for the remainder of the 2023-24 season. Moss was initially appointed to the PGMOL by Mike Riley, before Riley stepped down from his own role at the end of the 2022-23 season. Webb took over from Riley ahead of the current campaign, and has been involved in shining a spotlight on contentious decisions on his Match Officials Mic'd Up show.
According to the Telegraph's report, Moss' departure was mutual, with neither he nor the PGMOL commenting to the publication. “PGMOL would like to thank Jon for his considerable efforts and service during his time at the organisation and wish him all the best for the future," the organisation had earlier said in a statement. The same Telegraph report notes that Moss' responsibilities included "critiquing performances and reviewing decisions". No referees said to have fallen out with him have been named. At the start of the 2023-24 season, Manchester United captain Bruno Fernandes demanded an apology from Moss in the light of a controversial moment in his team's defeat at Tottenham. United were denied a penalty at 0-0, before going on to lose by two goals to nil. "They have to start making interviews after the games so that they can explain themselves," Fernandes told Stadium Astro. It was a clear penalty, no excuses for not seeing, no excuses for the VAR to not see that. Last week they made a big thing on United not having a penalty against [them]. I want to see what is going to happen this week if it is going to happen the same show they did last week. I want to see if Jon Moss also comes to apologise to our dressing room like they did to the manager of Wolves. I hope he can come.” After the opening weekend of the campaign, Wolves manager Gary O'Neil spoke about Moss' apology after his team was denied a penalty against United. United keeper Andre Onana was ruled not to have fouled Wolves striker Sasa Kalajdzic after a VAR check, angering O'Neil. "Fair play to Moss afterwards for coming out and apologising," the Wolves boss said at the time. "I understand the rules [of sticking with the on field decisions as much as possible], but I don't fully accept it."

Major pay raises for MLS referees

Members of the Professional Soccer Referees Association (PSRA) — the labor union that represents match officials in Major League Soccer — voted to ratify a new collective bargaining agreement on Monday night. The ratification of the CBA brings an end to a month-long lockout that had seen MLS start its season with replacement referees. The league’s usual group of officials will return to games this weekend. The new agreement runs through the end of the 2030 season and contains sizable raises for referees and assistant referees as well as video assistant referees. The financial specifics of the deal are laid out in a term sheet acquired by The Athletic, one whose authenticity was verified by a source briefed on the contents of the new CBA. “We thank the hundreds of officials in the U.S. and Canada who stood in solidarity with us showing their strength and professionalism,” PSRA President and lead negotiator Peter Manikowski said in a statement. “Together, we have won much-needed improvements while demonstrating the value of having the best referees in Major League Soccer on the pitch.”

MLS’s most experienced referees will also see a significant pay increase. A referee who has officiated 200 matches, for example, made around $108,000 under the terms of the previous agreement. That same referee’s pay will go up over $40,000 overnight, rising to $142,150 in 2024 and $182,470 by the end of the agreement.

Assistant referees (ARs), who in 2023 made as little as about $16,000 in base pay, will receive an even larger percentage raise than referees. A full-time, non-probationary AR who has participated in 100 MLS matches, for example, will see their pay climb from $19,696 in 2023 to $37,150 this year. By the end of the agreement, an official with the same level of experience will make $49,684.
Match officials are also paid a “match fee” in addition to their base pay. The PSRA made modest gains on that front. In 2024, for example, referees and assistant referees made $1350 per match they worked. That number has gone up to $1500; VARs and AVARs are seeing a similarly-sized increase, by percentage. The agreement also provides referees with some measure of security: for the first time, MLS referees will be guaranteed a minimum of 15 match fees a year. The measure was installed to provide a safety blanket in case of injury — under the previous CBA, an injured referee would only be paid for the games they participated in; if they were injured early in the season, for example, and could not return, they’d miss out almost entirely on that income stream.

The PSRA had previously pushed for aggressive changes to travel and accommodations for its officials. Gains made there were modest at best, according to multiple sources briefed on the contents of the proposed CBA. Officials will fly first class for MLS’ “Decision Day” as well as the MLS playoffs and gained some small concessions in terms of scheduling flights for regular season matches.

PGMOL boss Webb backs referee Oliver on Liverpool penalty no-call

Premier League referees' chief Howard Webb insisted that Michael Oliver didn't make a mistake in not awarding a 98th-minute penalty to Liverpool in their draw against Manchester City earlier this month. The game was poised at 1-1 when Liverpool won a late corner, from which City's Jeremy Doku caught Alexis Mac Alister in the chest when playing a bouncing ball inside the area and no penalty was given. 
Speaking on the regular VAR show which broadcasts the audio between the officials, Webb said that whatever the on-field decision was should have stood, and that the VAR, Stuart Attwell, was correct not to view it as a clear and obvious error. "If the referee gives it on the field, it would have been a check complete by the VAR and equally, having not given it, it's also check complete," Webb said. "You hear Michael Oliver say the balls in between two players going together. The ball is too low to head. Doku lifts his foot to play the ball, and he does make contact on the ball. And yes, we know there's some contact on Mac Allister as well, Mac Allister comes into him, Mac Allister is not really playing the ball either. So, I understand why it's split opinion. I think it would have been checked complete either way, not wanting to re-referee the gaming situations that are not clear which is what we think the VAR is for in this situation. The VAR stays out of it. I think that is what we would expect." Webb added: "You want to know with clarity, with certainty that you're making the right decision. You know, you don't always have sufficient information in the moment to make that decision. Clearly, Michael [Oliver] didn't have it in this situation. And then the VAR looks at it and doesn't see a clear and obvious situation. You see something that's pretty subjective and therefore stays out of it, and the feedback we've had from people within the game is that this is a pretty subjective situation, it's split opinion. So, on that basis, the VAR, you know, working to that high threshold kind of followed the kind of the right course in not getting involved."
Liverpool boss Jurgen Klopp said after the game that his side had been denied a clear penalty and questioned what Attwell had "for lunch". "Why would the guy in the VAR room think that's not clear and obvious?" Klopp said. "What did he have for lunch? It was 100 percent a penalty. They [officials] will find an explanation. It was 100 percent foul in all areas of the pitch and probably a yellow card."
The Premier League's Independent Key Match Incidents Panel has also ruled that the decision was correct. The panel's findings, seen by ESPN, said on a split 3-2 vote that "a genuine attempt to play the ball with both players coming into contact with each other as a result. Doku is just about entitled to challenge for the ball and, despite making contact with Mac Allister's chest, he makes contact with the ball." The panel also voted 4-1 that there should have been no VAR intervention. The panel has five members, made up of three former players and/or coaches, plus one representative each from the Premier League and PGMOL. It was set up at the start of last season to give an independent assessment of decision-making rather than relying on the views of PGMOL or the clubs themselves. The judgement is intended to provide an arm's-length assessment of all major match incidents.

Italian referee Abbattista turns whistleblower

There is set to be more controversy over referees after Eugenio Abbattista turned whistleblower on the ‘disgusting things’ he saw at the AIA (Italian Referees Association). Italian television show Le Iene had already aired interviews with a former official whose identity remains unknown, as his face and voice were disguised. Now they will air another segment on Thursday, but this time the referee is open about his career and status.
Abbattista claims he tended his resignation several weeks ago from the AIA specifically so that he could be “free to denounce the disgusting things that were around me.” Referees are not allowed to speak to the media without authorisation and Abbattista said that after repeatedly being denied permission, he took the drastic step of resigning after 24 years of officiating. He sent a message to the group chat with several colleagues that also suggested what he has to say will be explosive. “Getting off a moving train is risky. But getting off a train that is stuck in the stink of prejudice, victimisation and ungrateful lack of memory is the smartest thing I could do at this point. I walk away just as I did with the pitch, thanking them for the gift and the opportunity. Now my priority is to defend my professional and managerial image, my family and to give a lesson to my children, that if your conscience is clear, you are always free for your actions and deliberations. This is not a protest, anything but. It is exclusively a personal need to look after myself. With the resignation to the AIA, which sadly is currently being raped by those who cling to power at all costs, I am finally free to be myself and express my thoughts. I will not need a disguise or to sit in shadows to talk, as some others did.” The 41-year-old from Bari officiated 34 Serie A matches in his career.
