IFAB Clarification: Law 16 - Goal Kick

This year’s changes to Law 16 - The Goal Kick have often led to the game being restarted quickly and positively, but there are two situations which have generated questions from across the football world which we would like to clarify. 
1. Goalkeeper ‘lifting’ the ball to a team mate who heads/chests it back to the goalkeeper
There has been much debate about whether, at a goal kick, the goalkeeper is permitted to ‘lift’ the ball to a team mate to head or chest it back to the goalkeeper to catch and then put into play. The views of technical and refereeing experts about whether this is within the ‘spirit’ of the Laws is divided so the matter will be discussed by The IFAB. Until then, this practice should not be permitted nor should it be penalized. If it occurs the referee should order the goal kick to be re-taken (but without any disciplinary action).
2. Opponent in the penalty area when a goal kick is taken
Law 16 requires all opponents to be outside the penalty area until the goal kick is taken and if an opponent remains inside or enters the penalty area before the kick is taken and plays, challenges or touches the ball, the goal kick is retaken. However, Law 16 also applies the ‘quick’ free kick principles outlined in Law 13 – Free Kicks, 3. Offences and sanctions that if any opponents are in the penalty areas because they did not have time to leave, the referee allows play to continue. In practical terms, this means that referees should manage goal kicks (and defending team free kicks in their own penalty area) in the same way as they manage free kicks: 
- Unless the kick is taken quickly, opposing players should be required to be outside the penalty area and remain outside until the kick has been taken. 
- If the kick is taken quickly and an opponent genuinely did not have time to leave the penalty area, the opponent may not interfere with or prevent the taking of the kick but may intercept the ball once it is in play. This is allowed because the defending team, as at a quick free kick, tried to gain an advantage by taking the kick quickly and if this ‘goes wrong’ the Law is not there to ‘save’ them. 
- Players who deliberately remain inside or enter the penalty area before the kick is taken should not gain an unfair advantage, even if the kick is taken quickly. If an opposing player commits an offence (as outlined above) the goal kick is retaken; there is no disciplinary sanction unless the offence occurs a number of times (persistent misconduct). Referees are skilled at managing 9.15m at free kicks and they should apply these skills and principles to the management of goal kicks and defending team free kicks in their own penalty area.

Clattenburg slams Premier League referee for looking "eight months pregnant"

Clattenburg was asked to profile the Premier League referees but laid into two officials who he was never best friends with. He has laid the boot into Premier League referee Jon Moss - by saying he looks "eight months pregnant". Clattenburg has openly claimed that he is not a fan of Moss both on and off the pitch following their time working together in the PGMOL. The former European Championship and Champions League Final ref also claims that he never saw eye-to-eye with Martin Atkinson - and that he was delighted to beat him to biggest appointments. Clattenburg quit the Premier League in 2017 having officiated in the league for 13 years. He became one of the most highly-rated officials in the game and was subsequently given the biggest matches. But he has become a Marmite figure in the refereeing ranks - and he had not held back on his former colleagues. 
Clattenburg run the rule over the current Premier League crop of officials for Paddy Power's Pitch Invader magazine. On Moss, he said: "Big mates with Martin Atkinson so that sums him up. A good player, a good footballer, but he supported a s*** team like Sunderland. I didn't really take to him and he liked a lot of the politics - I was more worried about doing my job. I don't really rate him as a referee, either. When I trained with him he looked like a fit guy but now he looks like he's about eight months pregnant." 
He was equally as damning in his assessment of Atkinson, saying: "Me and him fell out so I've not got anything positive to say about him. I never really got on with him when I was in the Premier League and we never really saw eye-to-eye. Thing is, he's an ex-copper - and he was that type of person on a football pitch. Off the pitch, in the group, I didn't integrate well with him either. When I was fighting him for the Euros and the Champions League in 2016, he didn't like it when I got both finals. Sorry, Martin." 
The reports were not all doom and gloom. Clattenburg gave positive feedback to Michael Oliver, calling him "by far one of the best" and named him England's No.1. Mike Dean was described as "one of the better guys" and "one of the blokes you can trust". He also claims he has a lot of time for Andre Marriner and Lee Mason - albeit more so for their personalities.

Referee sparked controversy in Bolivia after using non-existent VAR

A referee sparked chaotic scenes in Bolivia after appearing to award a controversial penalty using VAR, despite the technology not being available in the division. The penalty kick, given right at the death in a clash between top-flight sides Club Always Ready and Bolivar, was awarded by referee Raul Orosco after consultation with the fourth official. 
But footage has now emerged of the moment he mistakenly used the VAR gesture as an explanation for the decision. Referee Orosco does appear to realize his mistake mid-way through the gesture, although the last-gasp reprieve for the hosts just moments before the final whistle wasn't overturned. Outrage from Bolivar's players then forced riot police to intervene on the pitch and defuse the situation. But with the visitors still understandably enraged, Club Always Ready's William Ferreira squandered the golden opportunity to level from the spot after striking the right-hand post. Bolivar then rode out the final few moments to cling on to their incident-packed victory and clean sheet. The dismal officiating continued, however, as replays showed the penalty should have been retaken after a clear encroachment in the box during Ferreira's run up. Currently, VAR is only used in the Brazilian top flight in South America.
