Referee Zambrano removed from FIFA List after Copa America semi-final

Without any doubt, the semi-final between Brazil and Argentina was the most controversial match of the 2019 Copa America in Brazil. Ecuadorian referee Roddy Zambrano was in the eye of the hurricane because of decisions that would have benefited the host team.
And that performance apparently had consequences. In addition to the fierce criticism that was carried out by the Argentines, the Ecuadorian Football Federation took away his status as a FIFA referee. This was demonstrated by the list of referees nominated by the Ecuadorian football to Conmebol, where Roddy Zambrano does not appear. The other name that is no longer on the list is Omar Ponce, who retired from the refereeing. Augusto Aragon and Marlon Vera were nominated instead.
It should be remembered that in the Copa America semi-final there were two specific situations that the Argentines claimed. The first, an alleged infraction of Dani Alves on Sergio Aguero in the Brazilian penalty area. The second, and by far the most controversial, was a clear push from Arthur on Otamendi. In both situations, Zambrano was not called to review by the VAR, which led to an angry reaction from Messi, who said that "everything was fixed".

VAR and GLT in Europa League KO stage, Women’s Champions League final and Women’s Euro

The UEFA Executive Committee met in Slovenia and took decisions covering a wide range of topics.

VAR and Goal-Line technology
The UEFA Executive Committee also decided to implement VAR from the knockout stage of the 2019/20 UEFA Europa League; at the finals of the UEFA Women's Champions League from the 2019/20 final onwards; as well as at the final tournament of the 2021 UEFA Women's Euro, where it will work alongside goal-line technology.

UEFA Nations League
The UEFA Nations League will have a new league structure comprising 16 teams in Leagues A, B and C and 7 teams in League D, as of the 2020/21 edition. The teams are allocated to leagues based on the overall ranking following the 2018/19 inaugural UEFA Nations League. This change to the format follows a consultation process which involved all of UEFA's 55 national associations and reflects upon their desire to further minimise the number of friendly matches. In addition, it enhances sporting fairness as all teams in the same group will play their last match on the same day and at the same time. The successful concept of the Finals remains untouched, with the four group winners of League A playing each other to determine the UEFA Nations League winners. The committee furthermore confirmed that the 2020/21 UEFA Nations League draw will take place in Amsterdam on 3 March 2020, same day and same place as the UEFA Congress 2020.

UEFA Europa Conference League
The name of the third UEFA club competition was approved as UEFA Europa Conference League and its commercial concept was also ratified. The new competition, which will start in 2021, will have matches played on Thursdays with kick-off times at 18:45 CET and 21:00 CET, similar to the UEFA Europa League. The new early kick-off time will also be used for UEFA Champions League matches on Tuesdays and Wednesdays as of 2021, replacing the current 18:55 CET kick-off.

Concussion
The Executive Committee welcomed the fact that FIFA took note of UEFA's official request to change the protocol in case of concussion – which aims at better protecting players' health - and that the matter will be discussed at the next IFAB meeting.

Iranian Faghani to join A-League as full-time referee

Alireza Faghani recently made the decision to migrate to Australia from the Islamic Republic of Iran for family reasons and as a result FFA offered him a contract to officiate in the Hyundai A-League. An extremely well respected international match official, Faghani most recently refereed two (2) matches at the AFC Asian Cup 2019 as well as four (4) matches at the 2018 FIFA World Cup including the third place play-off match between Belgium and England, two (2) matches at the 2017 FIFA Confederations Cup and also the gold medal match at the 2016 Olympic Games Men’s Football tournament between Germany and Brazil. He was named the AFC Referee of the Year twice in 2016 & 2018 and is probably best remembered by Australians as the referee for the AFC Asian Cup 2015 Final between the Caltex Socceroos and Korea Republic in Sydney. Alireza Faghani will join Chris Beath, Shaun Evans and Alex King who are also full-time referees for the Hyundai A-League 2019/20 Season.
FFA Chairman and Chair of the FFA Referees Committee, Chris Nikou, was thrilled to be able announce that Faghani would be joining the Hyundai A-League referees panel for the upcoming season. “It is a great honour for us to have a referee of the caliber of Alireza Faghani joining the Hyundai A-League and I would like to acknowledge the contribution of Strebre Delovski – President of the PFRA who was critical to facilitating this appointment given the strength of their professional relationship,” said Nikou. “It was extremely fortuitous for us that Alireza and his family had chosen to move to Australia and it was a very easy decision for us to make to offer him a position as a match official in the Hyundai A-League. His international experience will be a huge asset for the competition and, in addition, he will be able to mentor our young, up and coming match officials as well. We look forward to seeing Alireza in action for the upcoming Hyundai A-League season,” concluded Nikou.
Faghani was excited about the new challenge of refereeing in the Hyundai A-League. “Once my family made the decision to move to Australia, it was fantastic that the opportunity to referee in the Hyundai A-League came about,” said Faghani. “It was a very big decision to leave our home country, but I am extremely thankful that I am still able to referee professionally in one of the top domestic leagues in Asia and also continue my career as an international match official. I have refereed many times in Australia and with Australian clubs so I am very familiar with the players and venues. My family and I are very much looking forward to moving to Australia and starting the next chapter of our lives”, concluded Faghani.

Referee Klossner resigns after his report was ignored

It's a hammer: Stephan Klossner (38) resigns as referee. He feels exposed because he is not believed to have been spat on by Raphael Nuzzolo. The referee’s report has been incontestable for years. What the referee notes is law. But now with Stephan Klossner, a 38-year-old referee, it is not anymore and he feels exposed. This is reported by the "Sonntag Zeitung".
It happened during the play-off game Xamax – Aarau on 30 May 2019. After 52 minutes, an Xamax player fell in the penalty area of Aarau, who was leading 3-0. Klossner gave no penalty and Raphael Nuzzolo (36) ran near him. Shortly afterwards Klossner showed him a red card. Xamax won 4-0 and the referee wrote in the report that hhe had been spat on by Nuzzolo: “I heard a corresponding noise and felt spit on my knee and hand”. Nuzzolo denies everything: “I never spat on anyone in my life spat. The truth must prevail”. There is a history among the referees, where Nuzzolo is not very popular because he complains again and again. Different with the fans and the public. The Disciplinary Committee suspended the Xamax player for four games, the first being the return leg of the play-off. Xamax then appealed the decision and the midfielder was acquitted. The referee report? Worthless. Klossner, doctor of biology and teacher at the Kanti Willisau, felt hit. He decided to stop at the end of the year. He said, "I do not need that anymore and prefer to spend the weekends differently. The motivation subsided. I do not have the puff anymore to go on and make it right for me. Why they do not believe me? What is that signal? Where does this lead to?” But how did Nuzzolo's acquittal come about? The "Sonntag Zeitung" wrote that, on 16 July, Klossner received an invitation by email for a recourse hearing on 29 July in Neuchâtel. Klossner could not appear in person, but was available by phone. The recourse court did not call him. Only the four-delegation of Xamax were allowed to speak: Nuzzolo, club president Binggeli and two lawyers. After the hearing, Nuzzolo said the offence "could not be proved", adding the reference "despite the increased credibility of the referee". The court of appeal said that “no picture showed that Nuzzolo turned his head to the referee. Also, due to the distance between him and Klossner, hardly any spit at two parts of the body could be felt and that a spitting noise in a sold-out stadium was hardly audible.” It's a big hit for Klossner.
Ernst Staehelin, the Basel lawyer who acts as president of the court, says: "The referee's report is not incontestable. If, on the basis of evidence from the accused party, the judge concludes that what is stated in the report cannot be proved, he acts accordingly. And then the verdict may come out differently." He understands Klossner and goes on: "It's like in normal life: When an accident happens on the road and ten witnesses are interviewed, you often have eleven opinions. Even a prosecutor cannot win in court as he would have hoped, but loses."
The Head of Swiss Refereeing, Dani Wermelinger, fears that now a prejudice has been created. And he says: "It is a pity that one of the best referees in Switzerland quits because of the behavior of players on the field and lack of support from the authorities." Switzerland loses a renowned referee: Klossner came in 2010 in the Super League and has been a FIFA referee since 2012.

Rosetti: “I want to see the referees take decisions, not the VAR”

UEFA's top referees’ chief has urged officials to use pitch-side monitors instead of relying on VAR for big decisions as the Premier League endured another huge day of controversy. Roberto Rosetti wants to see his officials in the Champions League make the decisions and not 'a man in another place or city'. The Italian also admitted VARs must improve on selecting which camera angles to review following the huge error at St James' Park when Fabian Schar's handball was missed in the build-up to his equalizer for Newcastle against Watford only for broadcasters to spot the mistake later. Premier League referees are encouraged not to use the monitors in an attempt to avoid even more tedious delays although it has led to key incidents being missed such as Leicester midfielder Youri Tielemans' lunging tackle on Callum Wilson. 
'We think referees must be at the centre of the decision-making process - not the VAR,' Rosetti told the Mail on Sunday. 'I was a referee for 27 years. I want to be the person in charge of what happens on the field. That means I want to see what happened with my own eyes and then I can continue the match. I can explain to the players what has happened and I want to be at the centre of the decision. I want to see the referees take the decision. I understand we need to work to improve and reduce the time of reviews but the priority is for accuracy of decisions. I prefer a referee to watch the situation with his own eyes instead of by a man who we don't know where he is, maybe in another place or another city!' Referees in the Champions League will use the monitors for all subjective decisions like penalties and red-card offences which will leave the Premier League's top officials like Michael Oliver and Anthony Taylor in the strange position of using the pitch-side screens in one competition but not the other. Mike Riley, head of the Premier League officials, last week owned up to four VAR mistakes in the opening four weeks of the season. Man City should have had a penalty when David Silva was fouled against Bournemouth, as should West Ham for a challenge on Sebastian Haller versus Norwich. Riley admitted Tielemans should have been sent off for a stamp on Wilson. None was given due to PGMOL's insistence on maintaining their high bar for what constitutes a clear and obvious error while Schar's handball was not spotted because VAR Craig Pawson did not view the crucial angle during his review. 
Rosetti, who was at the forefront of introducing VAR to Serie A and UEFA competitions, has been impressed with its implementation in the Premier League despite the early backlash. 'The Premier League and its referees are doing a good job,' he said. 'It is a young project. It needs time to be efficient, to be fast and to be the best. We need patience. The main reaction in Italy was positive because it something that related to justice, to do something good for football and to avoid mistakes. VAR cannot delete them all. There will be always discussions, always controversial situations. We cannot forget that behind the technology are human beings. These guys did their jobs on the field of play for 15-20 years and are now doing something different in front of a monitor. They need time and experience. They need to improve their skills to select the best cameras.' Rosetti believes technology will advance so much in the future that offside decisions become automatic like goal-line technology or foot faults in tennis. The Mail on Sunday revealed earlier this season that the 50 frames per second broadcast cameras used by the Premier League can have a margin of error of up to 14 inches. 'VAR is a necessary tool for modern football,' said Rosetti. 'There is no turning back now. We are using the current best technology. Of course, it is improving and probably soon we will have something more accurate, more precise. This is something the companies are working on. In three to five years it will be different. My wish for the future is to have something like automatic offside, something that can be 100 per cent accurate like goal-line technology.'

World Cup referee Faghani plans to move to Australia

The 41-year-old Iranian referee says he has decided to migrate to Australia for his family. “My children need to continue their studies at the Australian universities. I can also officiate there. We will move to Australia within one month,” Faghani said. “After the 2018 World Cup, I wanted to spend more time with my family because I was very busy in the recent years. If I am invited to international events, I will officiate as an Iranian referee. From now on, I want to devote myself to my family,” Faghani added.
Faghani, who started his career in 1994 and became a FIFA referee in 2008, has officiated finals of the 2014 AFC Champions League, 2015 AFC Asian Cup, 2015 FIFA Club World Cup and the 2016 Olympic Football Tournament. The 2016 AFC Referee of the Year built on the experience and officiated in the 2017 FIFA Confederations Cup semi-final and was also tasked with the 2018 FIFA World Cup Qualifiers Asian play-off match between Syria and Australia. In the 2018 FIFA World Cup, Faghani officiated Germany - Mexico, Serbia - Brazil and France - Argentina matches. He was also chosen to referee third-place match between Belgium and England.

Canadian referee appointed to French Trophée des Championnes

Coming off her recent performance at the FIFA Women’s World Cup France 2019, Canadian referee Marie-Soleil Beaudoin has received a prestigious appointment to the inaugural Trophée des Championnes. The Fédération Française de Football (FFF) women’s football Cup competition will be played in Guingamp, France, on Saturday, 21 September, between League 1 winners Olympique Lyonnais and Coupe de France winners Paris Saint-Germain.
“Marie Soleil-Beaudoin has admirably represented Canada at the highest stages of world football and this appointment is evidence of the impression that her performances have made,” said Peter Montopoli, Canada Soccer General Secretary. “We were pleased to have been contacted by Fédération Française de Football regarding her availability for their new competition and wish Marie-Soleil the best as she departs for France.” A FIFA List official since 2014, Beaudoin was appointed to France 2019 and was the referee in charge of four matches including the semi-final between Netherlands and Sweden. Beaudoin also refereed the final of the FIFA U-17 Women’s World Cup Uruguay 2018.
